The bill on access to a single base station (BS) for mobile communications in small towns may be considered as early as May 30. The idea behind the innovation is that a company that has built its infrastructure there is obliged to let other operators in.
The expected date of the first reading of the document, which provides for the joint use of communications equipment in areas with a population of 500 to 1,000 people, was content writing service announced at the Telecom: Reboot conference on May 18 by Dmitry Tur, Director of the Department of State Regulation of the Telecommunications Market of the Ministry of Digital Development.
The list of populated areas must be approved by the Russian government, but back in April it was known that there would be about 800 of them. The UCN projects have been implemented for a long time and are a priority for the regulator.

The Antimonopoly Service supports the bill and considers it a reasonable state policy to provide citizens with telecom services, noted Elena Zaeva, Head of the FAS Communications and Information Technology Regulation Department. According to her, the state's intervention is understandable, since the rules for joint use in communications legislation were introduced a long time ago, but the practice of sharing has not spread particularly across the country.
The bill will place additional burden on operators, so they are actively discussing technical details. According to Alexander Pankov, Vice President for Interaction with Government Authorities at VimpelCom, market players do not quite understand the technical criteria, namely, the definition of uniqueness. Another issue that has caused controversy is the technological capabilities of the equipment.

– Not all of his classes allow for an unlimited number of participants when used together.
The issue of competition also requires clarity: some BSs are corporate, as they are built under contracts with specific legal entities to provide technological communications, and it is difficult to determine the conditions for partner entry.
The industry hopes for preferences from the Ministry of Digital Development in the process of implementing the innovation. Alexander Pankov noted that

Benefits for spectrum payments or tax breaks may be introduced for telecom operators building networks in sparsely populated areas within the framework of the “Strategy for the Development of the Communications Industry until 2035,” indicated Alexander Khinshtein.
